To summarize, Adam states that Google does review sites and may penalize a site if it continuously links to bad neighboorhoods. Google realizes that you may link out to a bad neighboorhood by accident and Google will not penalize you for this, but if Google sees continuous abuse, then you could lose ranking. Linking to a "bad neighboorhood" refers to links to sites that abuse reciprocal linking.
